All the Small & Large Household Electrical appliances are regulated to meet the safety and performance standards set by the UAE. It is the responsibility of the manufacturer/trader/distributor to provide all documents required as per ESMA Notification system to ensure the products are in compliance with the applicable schemes and standards.

Emirates Authority for Standardization & Metrology shall take all appropriate measures to ensure that electrical equipment may be placed on the market or put into service only if, having been constructed in accordance with good engineering practices in safety matters prevailing in the International Community, it does not endanger the safety of persons, domestic animals or property when properly installed and maintained and used in applications for which it was made.

These provisions constitute the essential requirements of the Emirate Conformity Assessment Scheme rules. Before being placed on the market or put into service, the electrical equipment must meet these requirements. This means that the electrical equipment must meet both the technical requirements and the administrative requirements.

This particular scope covers electrical equipment designation for used with input voltage rating between 50 and 1000 volts for alternating current and between 75 volts to 1500 volts for direct current. The electrical equipment under this scope is called “Low Voltage Equipment.”

Low Voltage Equipment (LVE)

All the small and largescale household electrical appliances covered under the Low Voltage Equipment (LVE) category. The ECAS regulation’s objective is to provide several safety aspects like physical, electrical and mechanical. The conformity assessment for the electrical product is done based on the test report from an IEC CB accredited laboratory against the products safety standard. Below are the product categories under LVE.

Energy Efficiency Standards and Labeling (EESL)

All the Energy Efficiency appliances should be registered as per ESMA requirements meeting minimum energy performance standard (MEPS).

The correct calculation of Energy Efficiency Ratio (EER) or Energy Efficiency Index (EEI) are obtained from the technical report. Based on the efficiency levels obtained from the calculation, product will be certified with a star rating, with 5 stars (the most efficient) and 1 star (least efficient). On meeting the requirements of this regulation, an ECAS Certificate of Conformity will be issued.

The below are the Energy Efficiency regulated products under the scope of TÜV NORD Middle East.

  • Domestic Air conditioner

Application Requirements for LVE & EESL

  • ESMA Application ID number obtained by filling up an online application form though this website:https://eservices.esma.gov.ae/#/page/login
  • Valid UAE Industry/Trade License.
  • Declaration of Conformity.
  • IEC CB Test Reports and IEC CB Certificates.
  • Internal/External Performance Test Report (For Energy Efficiency Products).
  • PID – Product Identity Declaration (If Applicable)
  • Photos of the rating label/plate on the product.
  • User Manual in Arabic and English language.
  • Fees.
  • Compliance for Plugs:
  • BS 1363 Plugs with earth and fuse for Class I Appliances
  • BS 1363 plugs with a dummy plastic earth pin for Class II Appliances
  • BS 546 Plug Configurations for 15 Ampere Appliances

Restriction of hazardous substances (RoHS)

    It is a mandatory requirement from ESMA for all the electrical and electronic equipment’s to be regulated as per the RoHS regulations. The regulations refer to a list of chemical substances doesn’t exceed the assigned hazardous limits. It is the responsibility of the manufacturer/trader/supplier to make sure that his product’s hazardous substances doesn’t exceed the limit.

  • Product description along with list of components, materials used
  • Test Report accepted by ESMA or ISO 17025 accredited laboratory
  • Risk Assessment Procedure

Service Procedure Steps

  • Registration on ESMA website
  • Apply for a certificate of conformity
  • Upload the Required Document.
  • Select TÜV Middle East W.L.L from NB list.. .
  • Pay the fees.
  • Documents Review.
  • If the product fulfills all the requirements, system will notify the clients.
  • Obtain a certificate of conformity
  • Apply for EESL (If applicable).
