UAE is one of the biggest consumers of cosmetics and personal care products. It is also one of the fastest growing and most dynamic industries. The UAE federal authority decided to regulate consumer products to safeguard UAE residents by guaranteeing safe ingredients. This was done to assure that only consumer safe, high-quality products that help customers look and feel their best are able access the UAE market. In efforts to make sure that imported and domestically manufactured cosmetics and personal care comply with the applicable technical standards set out in the regulations, ESMA has implemented a product certification scheme, known as the Emirates Conformity Assessment Scheme (ECAS) or Emirates Quality mark (EQM). All cosmetics and personal care products to be distributed in the UAE need to obtain an ECAS or EQM Certificate of Conformity that is obligatory for customs clearance and for legally selling their products in the UAE marketplace. The relevant UAE regulation include Cabinet Resolution No. 18 of 2014, adoption of mandatory specifications for the Cosmetics Sector.

Application Requirements for cosmetics & Personal care

  • ESMA Application ID number obtained by filling up an online application form though this website: https://eservices.esma.gov.ae/#/page/login
  • Valid UAE Industry/Trade License.
  • Registration certificate for Industrial Measurement System.
  • For Imported Products: Authenticated free sale certificate from the country of origin.
  • Product composition & ingredients concentration report issued by the manufacturer,
  • Declaration of the Safety of the Nano-materials from the manufacturer.
  • Certificate or declaration of use of Good Manufacturing Practice as per UAE.S GSO ISO 22716 or any other GMP approved by ESMA.
  • Physical analysis report from the manufacturer or from recognized Testing Laboratory.
  • Test Report from accredited and recognized laboratory according to Gulf standard, UAE.S GSO 1943,
  • Test Report for Glass containers as per UAE.S/GSO 2093 from the manufacturer (if applicable).
  • Certification for Organic / Halal/ or other stated claims.
  • Declaration from the factory that the Safety Report will be provided from the factory to the concerned Authority (If needed).
  • Representative labelling artwork, according to Annex No. 1 of the cabinet resolution No. 18 of 2014,
  • Electronic Declaration of Conformity.
  • Fees.

Service Procedure Steps

  • Registration on ESMA website
  • Apply for a certificate of conformity
  • Upload the Required Document
  • Select TÜV Middle East W.L.L from NB list
  • Pay the fees
  • Documents Review
  • If the product fulfills all the requirements, system will notify the clients
  • Obtain a certificate of conformity
