UAE is one of the biggest consumers of cosmetics and personal care products. It is also one of the fastest growing and most dynamic industries. The UAE federal authority decided to regulate consumer products to safeguard UAE residents by guaranteeing safe ingredients. This was done to assure that only consumer safe, high-quality products that help customers look and feel their best are able access the UAE market. In efforts to make sure that imported and domestically manufactured cosmetics and personal care comply with the applicable technical standards set out in the regulations, ESMA has implemented a product certification scheme, known as the Emirates Conformity Assessment Scheme (ECAS) or Emirates Quality mark (EQM). All cosmetics and personal care products to be distributed in the UAE need to obtain an ECAS or EQM Certificate of Conformity that is obligatory for customs clearance and for legally selling their products in the UAE marketplace.
